The Maryland National Capital Park & Planning Commission is an award winning organization with over 5,000 employees that administers over 52,000 acres of stream valley parks, large regional parks, neighborhood parks and park-schools, recreation areas and facilities in Prince George’s and Montgomery Counties.
The Department of Parks & Recreation has the overall responsibility for planning, supervising and coordinating all park/recreation facilities and services throughout Prince George’s County. The Facilities Services Division (FSD) is the largest Division within the Department and provides high quality maintenance and maintenance support services for all of the parks and recreation facilities within Prince George’s County and its customers. We have six major work areas: Fleet Management, Buildings & Structures (Trade Shops), Horticulture & Forestry, Major Maintenance & Inspection, Critical Projects (Heavy Equipment/Road & Grounds, ADA, Aquatics and Sustainability) and the Administration section.
The Welding unit falls under the operational supervision of the Building & Structures section, which provides construction, routine and emergency repair, renovations and alterations and preventive maintenance to over 430 park buildings and structures.
Reporting directly to the Sr. Trades Shop supervisor, the incumbent would lead, coordinate and monitor the work of other Welders, Trades Trainees and Park/Facility Maintenance Workers. The incumbent provides day-to-day leadership for the crews and ensures projects completion, works with supervisors to fabricate, modify and repair various types of metal and alloy parts, equipment, and systems of Commission buildings, structures and property. Designs specialty parts such as jigs and fixtures to hold parts to be welded and uses techniques such as preheating, heat sinks and stress relieving to maintain specified dimensions and to prevent distortion or burning of parts to be welded. Applies extensive knowledge of standard welding practices and methods and composition and properties of various metals. Plans crew projects; receives work orders for projects. construct, maintain, renovate and repair a variety of structures and surfaces of Commission buildings, structures and property. Contacts inspectors to schedule inspections of projects. Completes required administrative paperwork and recordkeeping. Maintains inventory and assigns power equipment, tools, safety equipment. Welder’s mission is to be responsible for the welder layout of buildings, brick walls, glass blocks, footers and foundations, retaining walls and masonry throughout our Prince George’s County park system. Performs difficult welding work involving fabrication, modification and repair of iron and non-iron assemblies, structures and equipment using a variety of difficult and complex welding processes. Performs asprimary evaluator and provides guidance for assigned personnel documents. Completes required administrative paperwork and recordkeeping; maintains electronic work records information system. Performs other duties as assigned.
The incumbent will plan and carry out the work in conformance with these parameters, established policies, procedures and accepted practices of the field of work, and resolves commonly encountered problems by selecting and applying, or adapting and adjusting, the applicable guides. consistently replace existing structures with higher quality, more efficient systems and products, conduct preventive maintenance on properties that require it, by reviewing our facilities and structures periodically to determine what needs to be done and working with your supervisor to define the priorities/schedule; troubleshoot masonry problems, as well as renovation or new structure work
As Welder III you will also participate in the repair of Historical buildings by matching door and window trims, ensuring that the products/techniques used previously are the same used to complete a project today.
Additionally, for most projects, you would need to review construction plans or meet with other trade shop professionals (such as HVAC, Plumbing or Electrical) to determine the accuracy of carpentry standards, material/supply needs and to provide work schedules and carpentry project completion timetables. As projects progress, you would also track man hour and material usage, as well as ensuring that the jobs are done properly according to project blueprints or County Building Codes.
A strong working knowledge of ADA Compliance Codes, OSHA regulations and Prince George’s County building codes is a must. The ability to coordinate the work of others effectively and to work without direct supervision is also very important, along with the ability to function in a team environment. As Lead Carpenter, the incumbent will also have a broad knowledge of building products and a range of experiences in both Commercial and Residential carpentry. The incumbent will assist the Trade Shop supervisor with employee performance evaluations and manage shop projects, in the absence of supervisor. A firm, supportive supervisory style is also needed.

SALARY $54,452-$96,439
- High School diploma or Certificate of General Educational Development (GED).
- Completion of an approved welding apprentice program or four (4) years of progressively responsible experience.
- Four (4) years of experience at the journey level, including two (2) years of experience directing the activities of other skilled Welders.
- An equivalent combination of education and experience may be substituted, which together total 8 years.
- Valid driver's license in accordance with both State and Commission rules and regulations. Driver’s license must be unencumbered by restrictions, revocations, suspensions, or points that could limit the employee’s ability to drive Commission vehicles or perform driving duties required by the position of assignment.
- Depending on area of assignment, a valid Commercial Driver’s License (CDL) with appropriate endorsements may be required.
- Pass Commission medical examination.
